Biden orders administration to refer Russian war crimes evidence to ICC: Official Font Size US President Joe Biden has ordered his administration to begin sharing evidence of alleged Russian war crimes in Ukraine with the Hague-based International Criminal Court (ICC), a US official said on Wednesday. The Pentagon had been resistant to the move and privately argued that any cooperation with the court could open the way for politicized prosecution of American troops deployed overseas. The ICC, a permanent war crimes tribunal, in March issued an arrest warrant for Russian President Vladimir Putin for suspected deportation of children from Ukraine, which would be a war crime. The news was first reported by the New York Times, which said the Biden administration had started notifying lawmakers on Tuesday. The White House declined to discuss specifics of any cooperation with the ICC. “Since the beginning of Russia’s assault on Ukraine, the president has been clear: there needs to be accountability for the perpetrators and enablers of war crimes and atrocities in Ukraine,” a National Security Council spokesperson said. “On the ICC specifically, we are not going to discuss the specifics on any cooperation, which is consistent with the court’s practice of treating requests for cooperation in a confidential manner,” the spokesperson added. The spokesperson said the United States had previously sent teams of international investigators and prosecutors to help Ukraine’s Office of the Prosecutor General in preparing war crimes cases. Ukrainian and Western authorities say there is evidence of murders and executions, shelling of civilian infrastructure, forced deportations, child abductions, torture, sexual violence and illegal detention. Republican and Democratic lawmakers have accused the Pentagon of effectively undermining war crimes prosecution of Russia by blocking the sharing of US military intelligence with the ICC. Russia is not a member of the ICC and rejects its jurisdiction. It denies committing atrocities during its conflict with Ukraine. The United States is also not a member of the ICC. Russia has issued an arrest warrant for the ICC prosecutor who in March prepared a warrant for Putin on war crimes charges. A successful war crimes prosecution requires a high standard of proof, in a situation where access to suspects and crime scenes is often restricted and there is overlapping jurisdiction between national and international courts. The Crown Prince also expressed his sadness over the recent developments in a cable sent to the Algerian president. “I received news of the fires that occurred in several Algerian states, and the resulting deaths and injuries, and I express to your Excellency and to all the families of the deceased my deepest condolences and sincere sympathy, asking God Almighty for mercy for the deceased, and a speedy recovery for all the injured, for He is All-Hearing and Responsive,” the telegram read. A major heatwave is sweeping across North Africa and Europe, with temperatures around 49 Celsius (120 Fahrenheit) recorded in several cities across the region. Summer wildfires blamed on climate change have also struck Mediterranean countries, leaving at least 34 people dead in Algeria and two people dead in southern Italy. Lebanon central bank chief Salameh defends record before leaving office Lebanon’s longtime central bank governor Riad Salameh defended his record on Wednesday in a televised interview just days before he is set to leave office, denying he embezzled public funds and saying his policies benefited the economy. Salameh, whose 30-year tenure as governor has been stained by a deepening financial crisis and charges at home and abroad of embezzlement of public funds, said he would leave his post when his latest term ends on July 31. “I am going to turn a page of my life,” Salameh, 72, told local broadcaster LBCI in an interview that appeared to take place in a showcase room at the bank. “I believe that during these 30 years, there were 27 of them when the Central Bank contributed with its monetary policies to establishing economic stability and development,” he said, apparently referring to the years preceding the meltdown. His comments came amid a tug-of-war among top politicians over what to do once he leaves office, with a cabinet session set for tomorrow to discuss a possible successor. Since the economy began to unravel in 2019, the Lebanese pound has lost 98 percent of its value in the parallel market and most of the population has been locked out of their bank savings. The collapse followed decades of corruption and profligate spending by ruling politicians, which many Lebanese say Salameh helped facilitate. Some analysts have described his policy to lend to the government as a “Ponzi scheme.” Salameh said on Wednesday he was being pinned as a “scapegoat” and that his more recent interventions in the money market had helped keep the pound from deteriorating further. “A lot of people were upset that this bank stayed steadfast, and that this bank on its own, because there was no government during this whole crisis, ran the economy,” he said. “We wouldn’t have been able to survive for three or four years... so how is this a Ponzi scheme?” Salameh stands formally accused in Lebanon, France and Germany of embezzling hundreds of millions in public funds from the central bank by collecting commissions as a fee from bond buyers and then transferring the funds to Forry Associates, owned by the governor’s brother. He denied those charges again on Wednesday. “Neither directly nor indirectly did any money from the Central Bank go to Forry,” Salameh said. Salameh also faces Interpol Red Notices stemming from arrest warrants in Germany and France. He is still under investigation in at least three other countries over corruption charges. Netanyahu is not snubbing the US by agreeing to visit China Israeli Prime Minister Benjamin Netanyahu is clearly unhappy that seven months into his latest term in office, US President Joe Biden is yet to invite him to the White House, which is normally a routine port of call for an incoming Israeli PM. American-Israeli relations are at a low point, with the Biden administration publicly critical of the Netanyahu government’s actions – including its bid to curb the power of the judiciary, its no-holds-barred settlement building and its inability or unwillingness to control violence by settlers against Palestinians in the West Bank. Biden has called ministers in the Israeli coalition the most extreme in the country’s history. On July 16, two days before Israeli President Isaac Herzog traveled to Washington and met President Biden at the Oval Office, Netanyahu reportedly berated Israel’s ambassador to the US for failing to secure him a similar invitation. After Biden and Netanyahu had spoken on the phone the following day, Netanyahu’s office immediately reported that Biden had issued the long-awaited invitation to the US, without mentioning whether Netanyahu would be received in the White House or even when the visit might take place. Tellingly, the US readout of the call made no mention of such an invitation having been extended. Instead, it reported that Biden had reiterated his concern over continued settlement building and the threat to US-Israeli “shared democratic values” from the Israeli government pushing ahead with fundamental judicial changes without a national consensus. One invitation from abroad that has certainly come Netanyahu’s way is from Chinese President Xi Jinping. When Netanyahu’s office announced on June 26th that the prime minister would make his fourth visit to China, probably in October, several commentators in Israel linked the visit to Netanyahu’s tense relations with Washington. They claimed that Netanyahu was seeking to use Xi’s invitation to show Biden that Israel was not beholden to the US and had strong links with other global powers. Former Mossad chief Efraim Halevy warned that it was a bad idea for Netanyahu to go to China “to stick it to the Americans.” Former head of Israel’s military intelligence Amos Yadlin warned that such a plan would further damage the already tense relationship between the Biden administration and the Israeli government. Such an analysis is based on fears that the US would not take kindly to an Israel leader sacrificing the deep-seated relationship with Washington for enhanced relations with America’s main geopolitical rival. But such fears are misplaced. There is nothing to suggest that Netanyahu is deliberately seeking to provoke Washington by agreeing to visit Beijing. His office made it clear that it had informed the US of the invitation to visit China a month before it was made public. It described defense and intelligence cooperation as at a “record high” with the US, which remained Israel’s “essential and irreplaceable ally.” Netanyahu is well aware of the unique support the US extends to Israel, including the $3.8 billion in military aid annually, access to the most advanced US warplanes and diplomatic cover against moves to sanction it in the UN Security Council. He is not about to put all that at risk by deliberately provoking the US. And there has been no angry reaction from Washington at the announcement that Netanyahu will be visiting China. China is Israel’s largest trade partner in Asia, though the US has, in the last two years, pressured Israel into limiting Chinese involvement in its infrastructure and advanced technology sectors. Bilateral trade increased from $9 billion in 2012 to nearly $22 billion last year. Also, Netanyahu was invited to China in the context of the annual meeting of the China-Israel Joint Committee on Innovation Cooperation, set up in 2014. China has also made serious commercial and diplomatic inroads in recent years across the Middle East, famously brokering the Saudi-Iranian agreement to restore diplomatic relations this March. During Palestinian President Mahmoud Abbas’s three-day visit to China in June, President Xi reportedly said that China supported the idea of holding an international conference to ease the way to a resumption of talks between Palestinians and Israel. With China clearly seeking to exert greater commercial and diplomatic influence across the region it would be strange indeed if the Israeli prime minister turned down a chance to promote Israel’s case with the Chinese leadership, particularly in the context of putative Chinese efforts to engage on the Palestinian issue. Netanyahu recognizes the importance of engaging with an increasingly assertive China, as the US itself does, but he also understands that this cannot come at the expense of Israel’s fundamental relationship with Washington. PIF launches Saudi Facility Management Co. to support Vision 2030 RIYADH: In a major push to drive the sustainable growth of real estate projects in Saudi Arabia, the Kingdom’s sovereign wealth fund has announced the launch of a new facilities management company. According to a press statement, the Saudi Facility Management Co., also known as FMTECH, will offer a wide array of services including utilities management, waste management, and housekeeping, as well as security and landscaping services. The company will aim to improve operational efficiency in the country’s real estate projects which will in turn increase the lifespan of these properties. “It will also provide advisory services leveraging advanced, industry-leading innovation, including a unified digital platform that collects and utilizes facilities-related data,” said PIF in a statement. The company is also expected to offer its services to enhance the growth of the local economy by contributing to key sectors, which include health institutions, industrial facilities and entertainment destinations. It will also offer its services to aviation facilities, educational institutions, residential and shopping complexes, and business centers. “The establishment of FMTECH is in line with PIF’s strategy to unlock the capabilities of promising sectors to support economic diversification, improve sustainability, and localize technology and sector-specific knowledge, in Saudi Arabia,” it added. PIF is one of the richest sovereign wealth funds in the world, and it is spearheading the Kingdom’s economic diversification efforts, aligned with the goals outlined in Vision 2030. Earlier this month, the fund launched SRJ Sports Investments Co. to accelerate the growth of the sports sector in Saudi Arabia and in the wider Middle East and North Africa region. In July, it also launched another firm named Sawani Co. to unlock the full potential of Saudi Arabia’s camel dairy industry. Sawani Co. is expected to enable the growth of the Saudi camel farming industry and contribute to its sustainable development. This came after PIF in June launched a commercial-scale contract development and manufacturing organization, Lifera, to help boost the local biopharmaceutical industry. Earlier this month, the annual report released by PIF noted that its assets under management increased annually by 12.8 percent in 2022 to SR2.23 trillion ($595 billion). Saudi aviation sector enters a new era RIYADH: As the world emerges from the shadows of the COVID-19 pandemic, Saudi Arabia has started reaping the fruit of its efforts to wean its economy off of oil by increasing its focus on its travel and tourism sector. The Kingdom’s aviation sector is witnessing rapid growth which many analysts say is not just due to large investments in airlines but a result of the ongoing socio-economic transformation process that began with the launch of Vision 2030 in 2016. One of the several measures taken to boost the sector includes the launch of an e-visa service in 2019 ensuring easy access to millions of potential tourists eager to explore the art, culture, cuisine, archeological wonders, and natural beauty of the Arabian Peninsula. “2023 is becoming a year in which Saudi aviation (industry) has moved beyond recovery (mode) and (entered) into an era of unprecedented milestones and achievements,” Mohammed Alkhuraisi, executive vice president of strategy and business intelligence at the General Authority of Civil Aviation, told Arab News. “In the first half of 2023, Saudi Arabia’s air traffic witnessed significant growth. This reflects a clear transition from a period of recovery to sustained and upward growth in the sector.” The Kingdom’s fast-evolving aviation sector is reflective of its ambitions to emerge as a global travel destination rivaling its counterparts in the Gulf Cooperation Council. It is also making its mark as an emerging business hub and center for culture and tourism drawing in visitors from all across the globe. “The Kingdom of Saudi Arabia is focused on Vision 2030, which is the country’s grandiose and ambitious economic diversification agenda,” Giorgio Cafiero, an analyst for Gulf State Analytics told Arab News. “Some of the key pillars of Vision 2030 include tourism, non-oil trade, logistics, and transportation,” Cafiero said. “Within this context, Saudi Arabia is trying to bring many tourists from many parts of the world into the country, while also making the King Salman International Airport, which is supposed to be completed by 2030, a major hub that can not only compete with the UAE and Qatar’s successful airports, and even surpass them. Saudi Arabia has the resources and the will to make this airport in Riyadh a major success. If the Saudis are successful on this front, the Kingdom’s tourism industry will stand to gain in many ways.” Alkhuraisi said the Kingdom is better connected than ever before, with the total number of destinations connected to the country reaching 127, which is over 50 percent of the 2030 target set in the Saudi Aviation Strategy. “Saudi Arabia is creating unprecedented opportunities for global aviation through the Saudi Aviation Strategy, which will triple passenger numbers to 330 million, extend connectivity to more than 250 destinations, and increase air freight capacity to more than 4.5 million tons per annum by 2030,” Alkhuraisi added. “The Saudi Aviation Strategy targets reflect the scale of investment and growth occurring right now in the Kingdom’s aviation sector.” The GACA official said: “This year we have already witnessed the Saudi Aviation Strategy deliver real results for the Kingdom, including Saudi Arabia jumping 14 places on IATA’s 2023 International Air Connectivity Index (the highest-ranking increase of any aviation market), launching of a new national airline, Riyadh Air, and issuing a new license for an airline based in Dammam.” Further accelerating travel and easy access to the Kingdom, this year the government announced the launch of a free 96-hour stopover visa and services to facilitate the UK, the US, and Schengen visas holders, as well as permanent residents of the UK, the US, and any EU country to obtain tourist e-visas through a simple online portal. Ali Shihabi, a Saudi analyst and writer, told Arab News: “Aviation is a driver of growth as Dubai showed us. The more air connections you develop, the more traffic, tourism, and business come.” AlUla, a key tourist destination of the Kingdom, is also attracting foreign and domestic tourists. According to the Royal Commission of AlUla, the total number of flights to the historic destination increased by 64 percent between April and June, while the total number of passengers increased by 74 percent. The surge in the sector could be gauged through the fact that until March Wizz Air, a multinational airline, operated on 17 routes in the Kingdom and added 9 more destinations in April. The national flag carrier, Saudia, plans to launch 25 new routes in 2023. According to official data, it welcomed 14 million guests, with 76,000 daily passengers. “During the first half of 2023, Saudia showcased its crucial role in supporting tourism, business, Hajj, and Umrah sectors through strategic partnerships,” Capt. Ibrahim Koshy, CEO of Saudia, told Arab News. The Kingdom has also announced its plans to replace one of its busiest airports, Riyadh’s King Khalid Airport, which has a capacity of approximately 25 million passengers per year, with King Salman International Airport. This means that the Saudi capital will be able to host 120 million passengers per year by 2030. Estimated to be among the biggest in the world, the new airport, while still smaller in size than Dammam’s King Fahd International Airport, is expected to add an additional $7.18 billion to the Kingdom’s non-oil gross domestic product. It seeks to compete with other top GCC airports. In March, Saudi Arabia announced the launch of its second national airline, Riyadh Air, owned by the Public Investment Fund. It is expected to add $20 billion to the non-oil GDP and create over 200,000 jobs. Its goal is to serve over 100 destinations by 2030 and connect the Kingdom’s capital to major international cities.

Saudi artists enriching 2023 Bienalsur in Argentina RIYADH: A group of Saudi artists are reaching new heights through their participation in the opening of the Bienalsur, the International Contemporary Art Biennale of South America, in Argentina’s capital city Buenos Aires. The National Museum of Decorative Arts transformed under the 2023 theme “Strangers in the Palace.” The show was inaugurated by Anibal Jozami, general director of Bienalsur, and Diana Wechsler, the exhibition’s artistic director and curator. Bienalsur showcases the works of more than 400 artists of 27 nationalities, including three Saudi artists: Hmoud Al-Attawi, Saad Al-Howede and Sara Abdu. Their works are part of the Argentinian leg of the international exhibition. Al-Howede told Arab News: “Saudi artists in international art events of the size of the Bienalsur, or any major international exhibitions, enhances the presence of Saudi artists globally, increases their value, and contributes to the creation of a cultural movement based on an authentic culture rooted in human history. “It also boosts the Kingdom’s art sector, promotes the spread of Saudi art and creates a cultural dialogue consistent with the nature of participation in an important global biennial.” Following its egalitarian principles, the Bienalsur is the first world-traveling multipolar contemporary art biennale and will collaborate with its network of associative museums, cultural centers and universities across the world during its 2023 run. Later versions of the show will include additional works by seven Saudi artists: Zahra Al-Ghamdi, Hatem Al-Ahmad, Saeed Gamhawi, Saeed Gebaan, Tasnim Sultan, Moath Aloifi and Shahad Yousef. In 2019, Saudi Arabia became the first Middle Eastern country to host the Bienalsur at the National Museum in Riyadh. This year will be Saudi Arabia’s third collaboration with Bienalsur. At the opening of the exhibition, Wechsler said: “The Kingdom was the first country in the Middle East to join the Bienalsur network. For us at Bienalsur, working with artists from the Kingdom is a wonderful opportunity to experience diversity and exchange.” The title of the exhibition is a nod to the contrasting nature of the contemporary artworks and the space they are exhibited in. Wechsler added: “The National Museum of Decorative Arts is located in a historical palace that hosts a unique collection of classical artworks and artifacts. The title also reflects the international nature of the exhibition, as artists from all over the world come to exhibit in Argentina, thus contributing to cultural exchange through art.”
