Saudi Arabia welcomes transfer of oil from Yemen’s decaying FSO Safer tanker
Saudi Arabia welcomed on Wednesday the beginning of a process to transfer over one million barrels of oil from a decaying tanker off Yemen’s coast as per a United Nations plan. The Kingdom also welcomed international efforts that allowed this issue to be resolved, while expressing its appreciation for the work done by the UN team and chief, Antonio Guterres, the Foreign Ministry said in a statement. The UN announced on Tuesday that it had begun transferring the oil from the tanker in an attempt to avert a catastrophic oil spill. The transfer of 1.14 million barrels of Marib light crude from the 47-year-old FSO Safer to a new vessel is expected to take around three weeks. The UN hopes the $143 million operation will eliminate the risk of an environmental disaster that it estimates would cost $20 billion to clean up. Because of the Safer’s position in the Red Sea, a spill would also cost billions of dollars per day in shipping disruptions through the Bab al-Mandab Strait to the Suez Canal, while devastating coastal fishing communities, ecosystems and lifeline ports. The Safer, a floating storage and offloading facility, has been moored around 50 kilometers (30 miles) from the port of Hodeida since the 1980s. It has not been serviced since the Yemen war broke out eight years ago. The Saudi Foreign Ministry added in the statement that the Kingdom thanked donor states for their financial contributions to help end the threat caused by the decaying oil tanker. Saudi Arabia, Gulf countries follow US Fed quarter-point hike to protect currency peg
Central banks in the Gulf including in Kuwait and Saudi Arabia matched the Federal Reserve’s 25 basis-point rate increase on Wednesday as they aim to protect their currencies’ peg against the US dollar. Although inflation is relatively muted in the wider Gulf region in comparison to the US and Europe, regulators have little room to maneuver when it comes to monetary policy due to the greenback-pegging policy. They tend to move in lockstep with the US central bank decisions with most regulators in the region following the Fed’s rate hikes this year. Saudi Arabia increased its repo rate a quarter percentage point to 6 percent and its reverse repo rate to 5.5 percent. Kuwait matched the Fed’s 25 basis-point increase for the first time in months. It raised its discount rate to 4.25 percent from 4 percent. The Gulf country maintains a peg to a basket of currencies thought to be dominated by the dollar. Bahrain increased its one-week deposit rate by 25 basis points to 6.25 percent, its overnight deposit rate to 6 percent but maintained its four-week deposit rate at 6.75 percent. Qatar raised its lending rate 25 basis points to 6.25 percent, its deposit rate to 5.75 percent and its repo rate to 6 percent. Saudi oil exports down 40 percent in May yoy: Stats agency
Saudi oil exports fell almost 40 percent in May from the same period a year ago, latest government data released on Tuesday showed, weighing on overall total exports, amid an extension of voluntary production cuts and lower oil prices. The value of oil exports declined to 72 billion riyals ($19.20 billion) in May from 115.5 billion riyals last year, the General Authority for Statistics said, down 37.7 percent, with the share of oil exports in total exports down to 74.1 percent from 80.8 percent in May 2022. Overall merchandise exports fell 32.1 percent in May this year to 97.1 billion riyals from 143 billion riyals in May 2022. Amid softer oil prices, Saudi Arabia said earlier this month it would prolong an extra production output cut on top of a broader OPEC+ deal, and has raised prices for most of its crude to Asian customers in August for a second month. Recent data from the Joint Organizations Data Initiative (JODI) showed Saudi crude oil exports in May fell to a 19-month low. Non-oil exports - excluding re-exports - fell 19.2 in May this year from a year earlier. China was the top destination for Saudi exports, receiving 17.4 percent of the total, followed by India and Japan. It was also the top importer of goods into Saudi Arabia, accounting for just over 23 percent of total imports into the country in May. Non-oil focus fuels optimism for Saudi, UAE startups, investors amid global slump
Startups in the UAE and Saudi Arabia are weathering the effects of a global economic downturn and adapting to the changing needs of consumers, Al Arabiya English learned from experts, investors and small businesses. The global economic slowdown has impacted funding in many geographies, leading to a drop in valuations, Deepak Ahuja, CEO and Co-Founder of iAccel Gulf Business Incubator, told Al Arabiya English. Having said that, the UAE and Saudi Arabia are at “different stages of their journey and this situation can be played to their advantage, as there are more startups seeking investors now, compared to two years back,” he added. Israel’s Tel Aviv retains the crown as the startups-city in the Middle East. It has held the seventh spot globally since 2020 and moved up to fifth in the Global Startup Ecosystem Report (GSER), June 2023. Dubai, meanwhile, moved up three places, while Riyadh climbed from the 91-100 range to the 51-60 range. The global city ranking is done based on a mix of weightage to the following factors: 30 percent for performance, 25 percent for funding, 15 percent for market research, five percent for connectedness, 20 percent for talent and experience, and five percent for knowledge. Looking at the top-five startup ecosystems in the MENA region, Dubai takes second place, Cairo comes in third and Riyadh takes the fourth spot, according to the GSER report published by Startup Genome, a policy advisory and research organization. The GSER report found that in the US and EU, due to rising interest rates, investors’ risk appetite has “shrunk dramatically”, resulting in restrictive or no funding for many startups. North America saw a 26 percent decline in early-stage funding and an overall decline in unicorns and exits. The GSER report defines ‘exit’ as “an event in which the founders, investors or employees of a startup realize a return on their investment by selling their ownership stake in the company”. Exits include initial public offerings (IPOs), mergers and acquisitions (M&A), buyouts and reverse mergers. The same report defined a unicorn as a startup that has been valued at more than $1 billion and has not exited. But countries in the GCC are bucking the international trend, with start-ups thriving -- thanks, in large part, to government support and a strong ecosystem to stand by new businesses, said Ahuja. “The UAE government … has built a regulatory framework to make the [startup] ecosystem conducive for founders,” he said. “Multiple government-sponsored accelerator programs, incubators in universities, and corporate innovation programs have been designed and built to support founders with great ideas.” “All of this has made the region a prime focus for startups and founders,” he added. One such program is iAccel, part of the Hamdan Innovation Incubator, a government-backed initiative that aids entrepreneurs in developing a business, helping them attain tangible growth and expediting projects with local and federal authorities. Dubai SME is another Dubai government initiative established in 2002 to offer support, information and outreach to small and medium enterprises. It runs various programs such as Dubai Next, where entrepreneurs can crowdfund, Zstartup, which is an incubator and accelerator focused on health-care technology, augmented and virtual reality, digital media utilized in healthcare, and HiDubai, an online repository that supports local businesses. These initiatives are led by the Dubai government-run Department of Economic Development. In many of these programs, UAE nationals are given priority, as the oil-rich Gulf state seeks to promote Emirati entrepreneurship and private sector work through incentives and mandatory local hiring requirements under Emiratization rules for businesses. French striker Moussa Dembele joins Saudi club Al Ettifaq French striker Moussa Dembele has joined Al Ettifaq as a free agent following the expiry of his contract at Olympique Lyonnais, the Saudi Pro League club said on Wednesday. Financial details of the deal were not disclosed. “Moussa Dembele, welcome to Al Ettifaq,” the club posted on messaging platform X, previously known as Twitter. Dembele proved to be a sensation in the Scottish league after signing for Celtic in 2016, helping them to back-to-back treble titles. He joined Lyon in 2018 and after spending a woeful half of the 2020-21 season on loan at Atletico Madrid where he played only seven games, he returned to the Ligue 1 side where he made 172 appearances in all competitions netting 70 goals. Earlier on Wednesday, the club also signed Scotland defender Jack Hendry from the Belgian side Club Brugge. Kuwait reports first fiscal surplus in nine years: Finance Ministry Kuwait recorded its first surplus in nine years for the 2022-2023 fiscal year which ended in March, the finance ministry said on Wednesday, crediting last year’s surge in oil prices. The Gulf emirate, whose revenues rely heavily on hydrocarbons, closed its fiscal balance with a surplus of $21 billion, the ministry said. “The final account of the state’s financial administration records an actual surplus for the first time in nine years,” the ministry said in a statement on its website. More than 92 percent of revenues came from oil after prices surged following last year’s Russian invasion of Ukraine. Oil revenues for the fiscal year which started in April 2022 stood at $87 billion, a 64 percent increase from the previous year, the ministry said. The average price of a barrel of oil over the fiscal year stood at $97.1, an increase of 21.4 percent compared to the previous year. Output was 2.7 million barrels per day. Revenues for the current fiscal year are expected to fall due to a decline in oil prices. The draft budget for the 2023-2024 fiscal year — published in January — was calculated based on a price of $70 per barrel. The 2023-2024 draft budget projects a growing deficit, with total revenues expected to drop to around $63.8 billion. Kuwait, which borders Saudi Arabia and Iraq, is home to seven percent of the world’s crude reserves. It has little debt and one of the strongest sovereign wealth funds in the world. However, it suffers from constant stand-offs between elected lawmakers and governments installed by the ruling family, which maintains a strong grip over political life despite a parliamentary system in place since 1962. The political instability, which has seen seven general elections held in little more than a decade, has spooked investors and stymied economic reforms. Russia missile attack hits port infrastructure in Ukraine’s Odesa: Governor Russia hit port infrastructure in Ukraine’s Odesa region in overnight missile attack, killing a security guard and damaging a cargo terminal, the region’s governor said on Thursday. Odesa’s ports have been regular targets for Russian attacks since Moscow last week withdrew from the Black Sea grain initiative, the Turkey and UN-brokered agreement which allowed Ukrainian grain to be exported from Odesa’s ports for nearly a year. Odesa Governor Oleh Kiper said Russia fired Kalibr missiles at an unspecified port from a submarine in the Black Sea. He said a security building had been destroyed and two cars damaged. Ukraine’s air force said it wasn’t able to shoot down the Kalibr missiles, although it said it had downed eight drones overnight in other regions of Ukraine.
